Tylis has a decent roster, but you start at war with the Macedonia, and they usually focuse on you for the first 10-30 turns, so its a battle for survival.

The Ardiaei have such a ♥♥♥♥♥♥ roster in the begging that you will soon get stomped by your neighbours, you get the best barbarian fleet in a game where naval combat is broken and meaningless. I find the Ardiaei, Tylis and all of the Black sea colonies have a pretty hard start. The Roxolani are not particularly liked by other nomads so this will give you both a walled city (maybe your entire starting province depending on how the other nomad faction at war with them fared) as a secure border and good relations with most of them. This is why the Roxolani must be taken out before taking over the eastern factions. Their diplomatic penalty with the Eastern factions suggests going after them first but then you have a serious culture problem if you do that and and you don't really get to stop fighting wars and deal with it until all the Eastern factions are dead, and then somewhere in the middle of all that the Roxolani go after you from the other side and probably kill you.
